Yes. Blizzard says Dual Specialization becomes available at level 40 in WoW Forever. To change talents, including Legacy talents, visit a class trainer in a major city.

Confirmed details
Talent trees begin at level 10. Dual specialization and a trainer respec are related features, but they are not a promise that you can freely rewrite talents anywhere at any level.
Blizzard ↗How to use this
Keep separate equipment plans for your two roles and compare each in the Forever calculator. A healing gear plan should not silently overwrite your damage or tanking target.
Important distinction
We do not invent a gold cost or trainer purchase procedure that the announcement does not specify. Talents and abilities can change during beta; recheck the live trainer before spending.
