Yes. The Matrix Catalyst converts eligible non-crafted armor into class-set pieces. Head, shoulders, chest, hands and legs count toward the set bonus; not every converted armor slot does.

Confirmed details
PvE inputs must be Veteran track or higher. Each conversion needs a charge, Venomblight Manaflux. The neutral Catalyst is at 40.6, 64.6 in Silvermoon; the Horde one is at 70.0, 83.3.

Preview the conversion before confirming. In Season 2 it retains the original secondary and tertiary stats and cantrip effects. Compare your missing set slots with our spec gear page rather than converting the first eligible item.
Important distinction
Bracers, belts, boots and cloaks are cosmetic conversions, not extra set-bonus slots. Profession-crafted armor is ineligible. The Vault can also offer tier, but no particular weekly piece is guaranteed.
